Waterline
Concept prototype, not affiliated with Maryland Legal AidOctober 2026 (synthetic)
A concept demo for Maryland Legal Aid

Who asked for help last month, who got it, and where did everyone else go?

Waterline is a demand-and-capacity ledger. It reads intake and case data from LegalServer, records what happened to every request for help, including the ones MLA could not take, and keeps every count in its own unit. The result is one number per office and month that the public record does not have: eligible requests not served, with the reason. Watch the tour, jump to a chapter, or open the prototype and click through it yourself.

The demo in numbers

  1. 18,277cases closed · MLA, 2024 · Our Impact in 2024
  2. 41,167people benefiting from services · MLA, 2024 · Our Impact in 2024
  3. 38,155cases opened per year · MLA, period undated · Quick Look fact sheet
  4. 173,792instances of service at MCLA court help centers · FY2025 · Maryland Judiciary
  5. ~20%of civil legal need met statewide, all providers · Access to Justice Commission, Oct 27, 2026
  6. 12 · 323service locations and employees · Contact Us; Quick Look fact sheet (undated)

Each figure is public and in its own unit; none can be added to another. The prototype's request ledger is synthetic, sized to these totals and labeled as such. Nothing here comes from MLA's systems.

The narration shows here as the video plays, so the tour works with the sound off too.
